He said had the Power Utilities not suffered losses due to non-payment of power bills, additional development works of minimum Rs 400 crore would have been undertaken in each of the 90 constituencies of the state.
At a public meeting here, Khattar said bores would be dug close to the ponds in 100 villages in the district to recharge groundwater.
He gave assurances to get a Rs 50-crore railway overbridge constructed on Karnal road and stadia in 10 villages.
He criticised the previous governments for being "biased" in ensuring all round development of the state.
Contrary to it, he said, the present government is undertaking development in the "true spirit" of 'Haryana Ek- Haryanavi Ek' and 'sabka saath-sabka vikas'.
"The government is functioning on the high ideals of Pt. Deen Dayal Upadhyaya. Its aim is to ensure the benefit of schemes reach the poorest among the poor," he said.
On the issue of sex ratio in the state, Khattar said one-and-a-half years ago, there were 850 girls per 1,000 boys, but now it has "touched the mark of 910 girls" as a result of effective implementation of 'Beti Bachao-Beti Padhao' campaign and laws to check female foeticide.
He reiterated the commitment of the state government to provide employment to four lakh youth under MoUs signed during 'Happening Haryana Global Investors' summit earlier this year.
He also said the government is committed to provide houses to the homeless under Pt. Deen Dayal Awas Yojana, make the state kerosene free, set up Gram Sachivalayas, and implement Krishi Bima Fasal Yojana.
Khattar said a skill development university is being set up in Palwal district.
While referring to the recent Jat quota agitation, he cautioned the people against such an unrest, saying all would have to remain united to ensure for all round development.
