Police said in a statement that the suspects pose a threat to Kosovo's "national security" and that they seized material believed to link them with religious extremists.
Police didn't identify the suspects.
Today's sweep follows two similar operations since mid-August.
Last month, 40 people were arrested in a major operation targeting Islamic radicals suspected of fighting In Iraq and Syria alongside the Islamic State group.
Kosovo is secular but its majority ethnic Albanians are overwhelmingly Muslim.
