Rao was speaking at an event to mark 50 years of inclusion of Sindhi in the eighth schedule to the Constitution (which granted it official language status) at the Raj Bhavan in Mumbai. Veteran BJP leader L K Advani was also present.
The governor also stressed the need to promote Sindhi among non-Sindhi students by offering scholarships.
The event was organised by the National Council for Promotion of Sindhi Language.
"Few communities have suffered as much trauma and pain as the Sindhis did in the aftermath of Partition," Rao said.
Advani, himself a Sindhi, recalled that he was present when Atal Bihari Vajpayee, his party colleague, spoke in favour of inclusion of Sindhi in the eighth schedule in the Parliament.
Completion of 50 years of inclusion of Sindhi in the eighth schedule is an event of historical significance, Advani said, calling for efforts to promote the language.
Sindhi was written using Devnagari script until the 17th Century, Advani noted.
He presented a copy of English-Sindhi dictionary compiled by Captain George Stack to Governor Rao on this occasion.
