Maha Govt curbs on creation of new posts for fiscal discipline

With the aim of ensuring fiscal discipline and bring expenditure under check, Maharashtra Government has taken various decisions, including freeze on creation of new posts and curbs on filling vacancies.
The government has ordered that there will be a freeze on creation of new posts. However, it won't be applicable for "financially competent autonomous institutions" like CIDCO and MMRDA and also for those institutions whose salaries are met from Central grants.
A government resolution (GR), issued by Maharashtra chief secretary Swadheen Kshatriya, says only a maximum 75 per cent vacant posts in certain categories could be filled.
These categories include teachers, police constables, gram sevaks, talathi, nurses, animal husbandry supervisor, fisheries officer at tehsil level, forest guard, agricultural assistant, and junior engineer in irrigation department.
"In all other categories, a maximum 50 per cent vacant posts or four per cent of the vacant posts (whichever is less) should be filled," the GR said.
While preparing confidential reports of bureaucrats, the government will highlight efforts by officers who achieve 10 to 15 per cent reduction in expenditure by cutting down unnecessary expenses.
The white paper on state fiscal situation, tabled in the budget session of legislature in March this year, had said that expenses on account of increase in salaries should not exceed the rate of revenue growth, the GR said.
