The Arvind Kejriwal government has also authorised officers of Transport Department and Revenue Department to penalise the violators, a senior official said, adding that the odd-even scheme will come into force from January 1 and will remain in force till January 15, 2016.
Odd-numbered vehicles will be allowed on odd dates while even-numbered cars will be allowed on even dates. The restriction of cars will be applicable from 8 AM to 8 PM every day during the 15-days of the road-rationing experiment.
"In exercise of the power conferred vide sub-section (1) of section 200 of the Motor Vehicles, 1988 (59 of 1988), the Lt Governor of the National Capital Territory of Delhi has authorised Delhi Police, Transport Department and Revenue Department to take action against the violators of odd-even rules," the government official said.
"Officers of the rank of Head Constable and above can impose a fine of Rs 2,000 on violators. Same power has been given to officers of the rank of Head Constables and above of the Transport Department," he added.
Apart from them, officers or authorities as authorised by Divisional Commissioner (Revenue Department) will also be able to penalise those who do not follow odd-even rule.
"The amount compounded by the authorised officers/ authorities shall be deposited in the account of the transport department," the official said.
Earlier in the day, Kejriwal announced that VIPs, women drivers, CNG-certified vehicles, two wheelers and those carrying the differently-abled were among 25 categories which will be exempted from the ambitious odd-even scheme.
Announcing the blueprint of the scheme, Kejriwal said it has received all the necessary approvals, including that of the Lt Governor, and a notification for its implementation would be issued next Monday.
