Parties like Congress and SP wanted to know how long the President's rule would continue as they contended that this was affecting governance in the national capital.
"After Uttarakhand election, you are debating on holding elections....When are you going to conduct elections in Delhi?" Congress leader Parvez Hashmi said in the Rajya Sabha while participating in the discussion on Delhi budget.

Criticising the Delhi Budget, Hashmi said the city needed more funds to meet the rising demand of power, drinking water, housing, transport and education as population is growing fast.
He said power shortage is a big problem in the city and the budget allocation of Rs 200 crore for the energy sector is not sufficient.
This fund is not adequate to even improve the situation "in Greater Kailash colony where the Finance Minister resides". At least Rs 2,000-3,000 crore is required, he said.
Hashmi also slammed the BJP for taking a U-turn on its promise of reducing power tariff by 30 per cent - a poll promise in run-up to the 2013 Assembly elections.
Noting that power subsidy alone will not help to address the situation, he said, "You have to take concrete steps. If you have given subsidy, give it with effect from April instead of October."
Hashmi said the Budget allocation for construction of new schools, slum toilets and night shelters is not sufficient and sought to know why no fund has been given for providing housing to weaker section.
He said there was need to improve transport services and sought more hostel facilities for outstation women.
