Singh took the salute at the official Independence Day celebrations at Parade ground here.
Addressing the gathering, Singh alleged that "Pakistan is to destabilise the BJP-PDP coalition government in the state, because it is baffled by the alliance of the PDP and BJP".
"It is very unfortunate. Pakistan is unable to digest that the BJP has formed government with the PDP in Jammu Kashmir," he said.
Singh termed Pakistan a "failed" state and criticised it for violating the ceasefire along the border to disrupt peace.
"Such activities would not be allowed to vitiate the atmosphere in J&K," Singh said adding we will not allow anybody to weaken bond of J&K with India.
He said that "the mischievous persons instrumental in waving Pak flags have simple motive to show their presence but we, police and security forces have not allowed them to succeed."
He said that BJP's alliance with the PDP is based on "government and good governance despite serious ideological differences."
He said the people will get round the clock power supply soon and work on this has already started.
On the issue of AIIMS the deputy chief said that the state government is in process of identifying 'land' for setting up the institution and there is no doubt that AIIMS has been announced for Jammu region too.
A senior BJP leader claimed that "For the first time in the history of J&K, since 1947, a BJP leader (Nirmal Singh) today officially unfurled tricolour at the state's official Independence Day celebration at Jammu.
