Panel moots code of conduct for ministers; spl courts

On the basis of the existing laws, no one's wealth had been confiscated till now in corruption cases, the committee pointed out and said with the setting up of special courts the trial in graft cases can be completed fast.

The committee consisting of former Chief Secretary M Mohan Kumar, in its report submitted to Chief Minister Oommen Chandy today, suggested bringing a code of conduct for ministers.

A committee consisting of ministers needed to be formed and with the help of officials it should give shape to the code. Mechanism should be brought in to check whether there are any violations of the same. Code of conduct for ministers are implemented in Britain, Australia, Canada and several other countries, the committee said.

It wanted the government to introduce a Whistle Blower system. Lokayukta should inquire into petitions received against ministers, MLAs, government secretaries and other high-ranking officials.

It asked the government to enact Prevention and Capitation Fee Act to stop capitation fees in educational institutions.

The panel also mooted computerisation of ration cards, certificates, licence, vehicle registration and web-based file tracking system in secretariat and other government offices.
