PIL filed against Bihar IAS officers

A PIL was today filed in the Patna High Court seeking action against the state's IAS officers for forming a human chain in front of the Raj Bhawan violating laws.
Filed by advocate Manibhushan Pratap Sengar, the PIL stated that the 110 officers had formed the human chain on October 26 in front of the Raj Bhawan violating Section 144 of the CrPC and section 7 of the All India Service Rules, 1968 and sought action against them.
The petition also stated that the IAS officers did not take permission from either SDO Sadar, Patna or Patna District Magistrate.
On February 26, a delegation of the IAS Officers' Association, Bihar branch, had met Governor Ram Nath Kovind and submitted to him a "resolution" containing demands including a CBI probe into the arrest of Bihar Staff Selection Commission chairman Sudhir Kumar while the other officers stood outside in a human chain.
Sengar, the petitioner-cum-advocate, contended that according to the Section 7 of the All India Serviece Rules, 1968 no officer/not any gazetted employee in the state government can make embarrassing statement/critics/negation of the state/state policy/decision/ action, Sengar said in his petition.
