The MeT office said rain and thundershowers are likely in the lower and mid hills, and snow may occur in the higher hills from November 14 to 19.
The monsoon ended with 15 per cent deficit, while the post monsoon deficit from October 1 to November 13 was 99 per cent, it said.
The delay in rains has affected the sowing of rabi crops and farmers are worried.
Adequate moisture with periodical rains is required for sowing as over 70 per cent of the cultivated area in the state is rainfed.
Meanwhile, a thick blanket of fog engulfed the towns along major rivers affecting traffic in the morning hours.
The people in lower areas reeled under severe cold conditions and school going children had a hard time.
