The NDRF, headquartered in Delhi, has a battalion unit and quick response squad stationed permanently at Mundali village near Cuttack.
Shinde, along with state Chief Minister Naveen Patnaik, will be attending the ceremony.
While NDRF has undertaken many small and big rescue and disaster mitigation operations in its nine-year history, the salvage operations conducted by it during the disastrous floods last year in Uttarakhand earned it the maximum laurels.
The force had lost 15 of its personnel in a helicopter crash in the Garhwal region of the rain-ravaged hill state during the rescue operations last year.
National Disaster Management Authority (NDMA) Vice- Chairman, M Shashidhar Reddy, and NDRF Director General Krishna Chaudhary will also be present for the event, a senior official said.
