Suit against PTU:court impleads DCE, stay on exams to continue

A Delhi court today impleaded the Central government's Distance Education Council in a suit against state-run Punjab Technical University (PTU) which is allegedly offering distance learning courses without its necessary approval.
Additional District Judge Ajay Goel impleaded Distance Education Council (DEC) as a necessary party in a suit initiated by Amrendra Kumar, a student of MCA with PTU, and asked it to file its response.
The court had on March 14 stayed the examination being conducted by PTU for next semester of distance learning courses as the varsity was yet to declare the result for the previous semester and already had an FIR registered against it here for offering courses without the approval of DCE.

Meanwhile, over 50 students who have been enrolled in PTU's distance learning courses, came to the court today saying they also were aggrieved with the varsity.
The court took their application on record.
Any state university offering courses through distance learning is required to get an affiliation from it.

The court impleaded DCE as a party after PTU today said the approval from the central body was not required.
"The court is of the opinion that DEC is a necessary party and is required to be heard..," the judge said.
He also directed that its order for stay would continue to be in operation.

Kumar had in his suit alleged the varsity admitted him and many other students to its distance learning courses without the necessary approval to offer such courses.
His counsel Neeraj Kumar and Birender Sangwan said he appeared in the first semester examination in September last year but is still awaiting the result and the varsity was now directing him and other students to appear in the next semester examination without declaring the results.
