SVO registers case against SSP in land fraud case

The State Vigilance Organisation (SVO) today registered a case against Senior Superintendent of Police (SSP) Crime Branch, Mubashir Latifi for procuring land "fraudulently" in Jammu city.
"The above said acts of omissions and commissions on part of the public servants (conferred constituted committee) beneficiary and others constitute offences U/S 5(1) (d) r/w Section 5(2) J&K PC Act Svt. 2006 and 120-B RPC.
"Accordingly a case is registered at P/S VOJ and further investigation is going on", SVO said in an official statement here tonight.
"The verification conducted into the allegation that Mubashir Latifi, SSP has by fraud taken land in Sidhra and embezzled that land of 08 kanals in khasra No 119-124 from Gujjars by giving assurance to employ their children as Constables or SPOs in Police Department," SVO said.
During the course of verification, detailed record of land and Roshni file of Mubashir Latifi (beneficiary) has been collected from the office of the Deputy Commissioner, Jammu, Tehsildar Jammu Recovery, the statement said.
After scrutiny of the said record, it transpired that khasra No 119 min measuring 4 kanal is a state land with entry of Nawab Din son of Makhan in year 1972 till 1999, it said.
In year Kharief 2005, state land measuring 1 kanal 18 marlas in khasra No 119 min has been recorded in the name of Abdul Latief Balwan (father of beneficiary), it said.
In the year 2006 entry of record of Nawab Din for 2 kanal 2 marla whereas 1 kanal 18 marlas has entry of Abdul Latief Balwan son of Mohd Khalil Balwan (father of beneficiary), it said.
As for the purpose of vesting of ownership rights under Roshni Act, the beneficiary must have physical and recorded 2 possession of land on Rabi 2004, while as in the year 2008 registeration (Intikal) of 1 kanal from Khasra No. 119 min has been done in the name of Mohd Mubashir Latifi son of Abdul Latief Balwan of Doda under Roshni Act, it said.
The land under khasra No 120 being a state land Shar-e-Aam with entry of Gair Mumkin Rasta till the year 2015, out of 9 marlas has (registration) Intikal entry under Roshni Act in favour of beneficiary Mohd Mubashir Latifi, it said.
The entry in Girdawari Register of khasra No 120 is not only as Shar-e-Aam, but record shows no possession of any party on the said land, statement said.
