The government is looking to provide 24x7 power supply across the country by 2019.
"The expected year of completion for Tori-Shivpur section is 2016-17," Central Coalfields Ltd (CCL), a Coal India arm, said in its report.
The Environment Ministry had granted stage one forestry clearance to the Tori-Shivpur rail section in April 2011. The stage II clearance for the modified alignment came in June 2013.
The Jharkhand government, the Coal Ministry and the Railways had entered into a pact in May this year for a joint venture to construct railway lines in command areas of Central Coalfields.
During the signing of the pact, Coal and Power Minister Piyush Goyal had said the long-pending Tori-Shivpur railway line and Shivpur-Kathotia stretch (48 km) are among the lines to be constructed under the project.
The rail transport can carry 20 crore tonnes of coal that will help generate 40,000 mw of electricity, potentially supplying power to the entire eastern part of the country, Goyal had said.
This is in line with the government's policy for power for all.
The other two are in Chhattisgarh and Odisha.
