A large number of vehicles, including cars and buses heading towards Delhi, Haryana, Jammu-Kashmir and other destinations were stuck in the morning rush hours.
However, the police made way for the Delhi-Lahore bus which ply on NH-1 with police escort.
After traffic remained blocked for three hours, the vehicles were diverted via Naraingarh to ease the situation, police said.
Ambala Deputy Commissioner of Police Arun Singh rushed to the site.
Among the stranded vehicles near the Toll Plaza of the National Highway Authority of India (NHAI) at Sambhu in Punjab there were some ambulances and VIP cars.
Traffic movement became normal at 11:30 am, police said.
