Two persons - Kamal Sarkar and Zakir Hussain - were arrested for making the threatening calls and demanding Rs 50 lakh from Mitra, Superintendent of Police Kalyan Mukherjee said.
Sarkar hails from Ratua area of Malda district, while Zakir Hussain is a resident of Balarampur area of the district, the SP said.
Sarkar and Hussain admitted during interrogation that they made the calls to Mitra, Mukherjee said.
The SP further said the duo have no links with Kamtapur Liberation Organisation which was initially suspected to have made the threatening calls to Mitra.
The call was made to the minister on Sunday night when she was in Siliguri.
The caller had claimed that he was calling Mitra on behalf of the KLO chief Malkhan Singh, who wanted the minister to pay the ransom.
