UGC, Tiruvalluvar University directed to carry out scrutiny on

The Madras High Court today directed UGC and Thiruvalluvar University in Tamil Nadu to carry out a scrutiny with regard to non-qualified teachers being appointed to different posts in colleges affiliated to the University on an urgent basis, preferably within six months.
The first bench, comprising Chief Justice Sanjay Kishan Kaul and Justice M M Sundresh, stated this while closing a PIL by retired Professor I Elangovan of Elizabeth Rodman Voorhees College at Vellore, to assail the resolution passed at the 61st Syndicate meeting of the university, where it granted two academic years to teachers of affiliated colleges to complete eligibility criteria as per UGC norms to get qualification approval from the University.
The bench said that in view of submission by UGC that a committee has been formed to look into appointment processes and the fact that a large number of of records have to be brought here for scrutiny, they were not inclined to entertain the PIL at this stage but would require UGC and the University to carry on scrutiny expeditiously, preferably in six months.
The matter relates to appointment of unqualified teachers in colleges affiliated to Thiruvalluvar University against the regulations of UGC.
The petitioner submitted that though UGC has appointed a committee, the said one did not carry out the directions of the High Court which said only qualified teachers shall be appointed as per its rules.
He also said the University had submitted before the court that they had not appointed teachers without required qualification, which was contrary to facts. Even now unqualified Assistant Professors had been appointed in all constituent colleges numbering nearly 200.
The petitioner alleged that in order to justify these appointments, the University Syndicate had adopted a resolution granting two academic years to unqualified teachers to complete the eligibility criteria to get qualified and to get approval of the University.
By passing this resolution, the University had openly admitted that many of the incumbent Assistant Professors of its affiliated and approved colleges are without requisite qualifications as per UGC rules, he said and sought a direction to quash it.
