"UP needs more improvement. Not only I, but both Chief Minister Akhilesh Yadav and Samajwadi Party supremo Mulayam Singh Yadav have admitted" to that, Naik, who was here to attend convocation of a Dental College at Chandeshwar, told reporters in reply to a question.
Naik had last month also said that the issue of law and order and coal shortage in the state were areas of concern.
In reply to another question, Naik said that those who fought freedom struggle or those who led it cannot belong to a particular party.
Praising Prime Minister Narendra Modi, the Governor said that he was happy with the manner the PM organised programmes of Sardar Patel and Pandit Nehru and it would inspire the country.
"I am happy that Modi's government has organised programmes. All these programmes will give inspiration to the country. Big leaders should not be categorised," he said.
