Thakur, whose nomination was cleared by the party yesterday, will file her nomination papers tomorrow for the seat falling vacant on expiry of BJP member Shanta Kumar's term.
Her victory is almost certain as Congress has 36 MLAs in the 68-member Assembly and five Independents and a lone member of Himachal Lokhit Party (HLP) support the ruling party.
Thakur is the first woman from Himachal Pradesh to be nominated for the Upper House for the second term. She represented the state in Rajya Sabha from Himachal from 2006 to 2012.
