Tripathi, in his address, said the mandate of the people was overwhelming in favour of the government of "Maa Mati Manush" and the government has returned for a second term in office with the continuing aim towards carrying all round development work that has been its hallmark for the last five years.
"The final outcome after the elections amply demonstrated that the preference of the electorate of the state was clearly in favour of good governance and sustained development. People have outrightly rejected the politics of slander and vindictiveness in no uncertain terms," Tripathi said.
"The state's plan expenditure, which was only Rs 14,615 crore in 2010-11, has grown to more than Rs 53,000 crore in 2015-16, indicating nearly four times growth," Tripathi said.
He also hailed the performance of the state government in health and education sectors.
Reacting to the Governor's speech, Leader of Opposition Abdul Mannan said "The address by the Governor does not have any reference to the problems faced by the state."
"The Governor speech does not have any reference to price rise and reign of terror in the state," Left Front legislative party leader Sujan Chakraborty said.
