"Parliamentary system is becoming disfunctional. Last session was a total wash out. The Winter session is going to begin. We do not know how it will be," the MP said while delivering the annual lecture at NIIT University convocation here.
Singh, also the Chairperson of the University, said he firmly believes that Opposition had the most to gain through Parliamentary debate but a strong clash of opinions was being witnessed nowadays.
"When Jawaharlal Nehru was there, great exchange of opinions took place there (Parliament)," he said.
Referring to the recent allegations of corruption, he said politicians were spending crores of rupees on getting a election ticket but "where was that money coming from".
"Also people with criminal background keep getting elected to Parliament. This indicates political revolution is not complete and we need to bring electoral reforms," he added.
On recent decisions on reforms, he said Congress has introduced various welfare schemes like MNREGA when the country was having the growth rate of 8 per cent but now situation has changed.
"Now we are having growth rate of around five per cent. How do we pay for these schemes? However, we are trying to bring reforms which are not being politically accepted."
"There is lot of corruption that you can put blame upon political system. But people have to change this mindset," he said.
On the social from, he said, although there were "terrible events in the country, but every religion enjoys complete freedom here".
He urged the students to look at life as a unique opportunity for growth, break out and spearhead the change and make the future of India.
