The matter came to light when local shopkeepers in the Wardhman Chowk area informed police of the strong stench emanating from the garbage bin.
The woman has been identified as Nirmala, a resident of Rampur in Uttar Pradesh. She worked in a private company in the area.
The woman shared a rented accommodation with an acquaintance. The person has gone missing after the incident, police said.
A murder case has been registered at the Baddi police station.
