Akhilesh tables Rs 28,000-cr supplementary budget

House witnesses uproarious scenes and walkouts by opposition members against deteriorating law & order

Uttar Pradesh chief minister Akhilesh Yadav today presented a supplementary budget of Rs 27,758 crore for the current fiscal in the state legislative assembly.

This is the second supplementary budget of the government for 2015-16 after the first supplementary budget of Rs 19,824 crore tabled on August 17, 2015.

Akhilesh, who also holds the finance portfolio, tabled the budget with the house witnessing uproarious scenes and walkouts by the opposition members belonging to the Bahujan Samaj Party (BSP), Bharatiya Janata Party (BJP) and Congress.

They protested the deteriorating law and order situation in UP and the plight of farmers. The members even trooped to the well of the house during the proceedings.

The opposition also raised the issue of the killing of an eight-year old boy during the alleged celebratory firing by ruling Samajwadi Party supporters following the electoral victory in the rural local bodies polls in a Western UP district recently.

As per supplementary budget presented today, the state would issue bonds worth Rs 26,606 to the state power distribution companies (discoms) under the Ujjwal Discom Assurance Yojna (UDAY).

UDAY is a flagship scheme of the National Democratic Alliance (NDA) government at the Centre for the financial restructuring of the ailing discoms in the country.

Besides, Rs 904 crore of the supplementary budget would be utilised for providing succour to the drought-hit districts, which number about 50 after the failed monsoon.

Meanwhile, the government would present UP Budget for 2016-17 on February 12. The Annual Budget is likely to swell to about Rs 3,50,000 crore.

The opposition has raised questions over supplementary budget a day before the full budget was due. They claimed the various state government departments had not even utilised their earlier budgetary allocations indicating slackness.
