Presence of a public urinal and open garbage bin right next to one's house violates the right to live with dignity in a clean and healthy environment under the Constitution, the Delhi High Court has said. Justice Amit Bansal stated that a hygienic environment was an integral aspect of a healthy life and the absence of a healthy environment frustrates the right to live with dignity. The court passed the order while dealing with a lawyer's petition raising a grievance against the construction of an unauthorised open garbage bin and urinal on the eastern walls of his property. The petitioner contended that about 150 residents in his neighbourhood used the garbage bin to dispose of their waste and in spite of several requests to the MCD officials to maintain sanitary conditions near the bin and the urinal, no action was taken. Union minister Manohar Lal Khattar said on Friday said out of 2,300 identified garbage dumping sites across India, 427 have been fully cleaned, freeing up 4,500 acres of land and asserted that the remaining locations would be cleaned in the next two years. The Minister of Housing and Urban Affairs of India, addressing media, said the nationwide garbage-free cities initiative began in 2021, with only 18 per cent of solid waste being processed at the time. Today, that figure has risen to 73 per cent. "We are currently processing 1.5 lakh tons of solid waste per day," he said, adding that the country has identified 22 crore metric tons of waste at 2,300 dump sites. Highlighting the country's progress towards creating garbage-free cities, Khattar noted that a significant portion of the cleaned land has been repurposed for development projects, including initiatives to generate electricity from waste. AAP Delhi convener and minister Gopal Rai Friday asserted his party will solve the city's garbage management problem within five years, if voted to power in the MCD, saying the BJP failed in its 15-year-tenure in the civic body. The party released 'Kejriwal's 10 guarantees' for the December 4 MCD polls earlier this month with the promise to clear the three landfill sites and address the problem of garbage mismanagement in the capital.
