Akhilesh Yadav government today presented supplementary budget of Rs 5,861 crore for the 2012-13 financial year in the Uttar Pradesh assembly.
This was the first supplementary grant sought by the Samajwadi Party government after the 2012-13 state annual budget of over Rs 2,00,000 crore, which was presented in the assembly on June 1, 2012.
Today’s supplementary budget has revenue and capital account components of Rs 3,559 crore and Rs 2,302 crore respectively spanning both plan and non-plan heads.
Earlier, opposition members created a din in the house over poor law and order situation, riots and farmers’ issues. They assembled in the well of the house shouting slogans and carrying placards denouncing the Akhilesh government. Later, assembly speaker Mata Prasad Pandey adjourned the house until 1220 hrs.
Yadav, who also holds the finance portfolio, tabled the supplementary budget during din in the house.
Meanwhile, BJP submitted a memorandum to the speaker demanding extension of the assembly session beyond November 30. The party has demanded sugarcane price of Rs 400/quintal for the farmers and strict action in communal riot cases.
Rs 1,676 crore in the supplementary budget have been proposed to be adjusted under various heads, thus leaving effective supplementary demands of about Rs 4,185 crore.
Besides, the supplementary demands include central grants of Rs 416 crore under various schemes. This further leaves the net supplementary demand of the Akhilesh government at Rs 3,769 crore.
In the 2012-13 UP budget presented in June, the annual financial statement had projected total receipts of Rs 1,94,327 crore during 2012-13, of which Rs 1,58,847 crore and Rs 35,479 crore pertain to revenue and capital receipts respectively.
