India has offered administrative skills to professionals from South Asia, including Afghanistan, under its "Learning South-South Cooperation" programme.
The Research and Information System for Developing countries (RIS), a Delhi based think-tank offers "Learning South-South Cooperation" to professionals from South Asia, including Afghanistan, under the ITEC fellowship programme.
The programme is sponsored by the Ministry of External Affairs.
The 10-day short term course is a capacity building programme, focusing on how south-south cooperation works, trade and investment linkages and training in development cooperation.
The Research and Information System for Developing Nations is working for regional economic integration, international trade and investment and technology negotiations.
"Afghanistan is going through very peculiar situation in which you have to set up administration right from I would say a fresh beginning for a country and that fresh beginning requires lot of efforts it requires lot of efforts in terms of creating capacity with a system which was disconnected for quite some time because of end number of reasons and there are obvious short falls in the education system, the domestic education system. So you have to cope up with that and you have to meet the current requirements. So that all require lot of exposure which through our efforts we could I hope did in and the feedback has been very encouraging," said Sachin Chaturvedi, Director General, Research Information System for the Developing countries
Asadullah Hamdard, who teaches economics at Gawhar Shad University in Kabul, believes the course will help them understand the regional significance.
"All these programmes especially the capacity building programmes help every country. We have got good experience here and it will help to improve our infrastructure and also how to build relations with neighbouring countries, regional countries and how to reach the developmental goals," said Hamdard.
"Security is the most important challenge in Afghanistan after security we want to have welfare lives we want to have education and we want to have good life with another country, neighbourhood especially those countries which recognizes Afghanistan as Islamic country as humanitarian country," said Abudulhay Hatemy, Executive Officer, United Nations, Afghanistan.
The 10-day long course has 30 students from South Asia.
India shares its insights on developments which bring exposure for the developing countries that are extremely important for a stable South-Asia.
India recognizes that social and economic development in Afghanistan is vital to ensure regional security. India has been the fifth bilateral donor to Afghanistan in providing humanitarian assistance, infrastructure projects and capacity building.
India aspires for stability in Afghanistan and improving the infrastructure by undertaking various developmental projects and aid assistance.
