A police inspector has been asked to commit himself to social service in rural Goa for his refusal to file a first information report (FIR) in a custodial death..
The order, issued Thursday by the Goa State Police Complaints Authority chief, Justice (retd) R.M.S. Khandeparkar, asked the police department to identify 10 village panchayats in consultation with the state government and ensure that Inspector Vishwesh Karpe performs social service there for one year.
"On performance of such service, within 15 days therefrom, the inspector shall file the report with the office of the authority as well as Inspector General of Police," says the order, which also directs the police inspector to ensure that social service hours are kept isolated from regular police duty timings.
Karpe, then in-charge of the Agacaim police station, has been accused by the family of Non-Resident Indian Cypriano Fernandes, a sailor, who had been allegedly killed in police custody in Panaji, of refusing to file an FIR in the matter in 2011.
