According to reports, PSV paid $2.9 million for the 20-year-old midfielder. He will travel with his new club to Thailand Saturday for a training trip.
Hiljemark became Swedish champions with Elfsborg in 2012. In total he played 61 matches for the club scoring five times.
"I feel great. PSV has a great reputation throughout Europe," the Swedish international said on the PSV website.
"This choice feels very good. I'm very excited to come and play at PSV, and to become champion of course, just like with Elfsborg. Two titles in one season, that would be great."
