Few people realise the significance of a decision the government has taken by executive order: If the Central Bureau of Investigation (CBI) wants to probe a bureaucrat on charges of corruption, the minister can only withhold assent for six months. This is quite a breakthrough, especially in the context of the National Highways Authority of India, where at least two bureaucrats were in the sight of CBI. But, no action could be taken against them as a minister kept delaying his approval for CBI to start proceedings against them.
