At a press conference on Monday morning, UK’s new Tory Chancellor George Osborne said a new Office for Budget Responsibility (OBR) will be empowered to regularly monitor government spending, borrowing and growth. When Osborne made some repeated reference to the previous Labour government’s bad spending habits over the last 13 years in power, a member of the media asked him if the OBR was in fact OBL — Office for Blaming Labour.
