In the first cabinet meeting presided over by the ninth chief
minister,Hemant Soren, soon after taking oath along with two newly
inducted ministers, Rajendra Prasad Singh of the Congress and
Annapurna Devi of the Rashtriya Janata Dal (RJD), has taken some
administrative decisions and asked all departmental heads to prepare a
100-day roadmap to be discussed at the next cabinet meeting.

The ninth chief minister’s major hurdle now starts as to how he will
maintain appease to all his coalition partners in the new government.
His first priority is to secure vote of confidence in the 82-member
state Assembly on July 18. Hemant Soren was too much busy since the
understanding was managed with the major allies – Congress, RJD and
some Independents.

Chief minister claims support of 43 MLAs, including 18 of the JMM 13
of the Congress,5 of the RJD, 1 of the MCC and 6 Independents.
However, chief minister’s tension was not over as two of his own MLAs,
Nalin Soren and Sita Soren  have been evading arrest. since criminal
cases were stated against them. Ranchi CBI court on  July 11 issued a
warrant of arrest against the absconding MLA Nalin Soren involved in
the infamous seed scam of 2009., while he was a minister between
2006-08 in the government of Madhu Koda.

Another sitting MLA Sita Soren very close relation of JMM supremo,
Shibu Soren was also absconding after the CBI filed a chargesheet
against her.

A fresh tension has also stood before the new chief minister over the
choice of pro tem Speaker of the Assembly for which a name has to be
approved by the new cabinet to forward it to the Governor immediately
for tabling vote of confidence in the Assembly in favour of the new
government.
