2016 may go down as the bloodiest year in the annals of Indian democracy with the death toll in Kashmir valley reaching 70 and 4000 civilians being wounded, Congress has said.
In the editorial in the latest issue of Congress Sandesh, the party insisted that an important dimension to the current problem is the "failure" of the Modi government to craft a coherent policy on Pakistan.
Besides, it held the PDP-led state government squarely responsible for not being able to assuage the emotions of the masses.
As the editorial for the August issue was written much before the decision on sending an all-party delegation to Kashmir was taken, it has been critical of the "exceedingly callous attitude" of the Centre for not involving the Opposition in any deliberations.
