Alll Haryana govt depts to make payments through RTGS

Haryana Government today decided to make it mandatory for all Government departments, Boards and Corporations to make all their payments through Real-time gross settlement system (RTGS) instead of cheques.
No department, Board or Corporation would be allowed to open more than two bank accounts except in special circumstances and with the prior approval of the concerned Minister for the third account and the with the permission of Chief Minister for the fourth account.
These decisions were taken in a first of its kind meeting regarding eradication of corruption held under the chairmanship of Chief Minister Manohar Lal Khattar here today.
Khattar said that the government is also contemplating to introduce a system of collecting all payments of above Rs 1000 in departments, Boards and Corporations for various services through cheques.
However, for the services below Rs 1000, the consumers would continue to make cash payment.
"This would not only help in preventing the embezzlement of money but also infuse a sense of confidence among the people towards government," Khattar said.
The Chief Minister also directed the officers to streamline the system for the payment of house tax in all the Municipal Corporations in the State.
The Chief Minister directed the officers to identify five major areas of corruption in their respective Department.
He said that the ultimate goal is to eradicate corruption by use of technology and minimising the discretion process.
He asked the Secretaries to constitute separate teams which would go directly to the public to ascertain the areas of corruption and give feedback.
To check liquor smuggling from Delhi to Gurgaon and other adjoining areas, the Chief Minister directed the officers of Excise and Taxation Department to effectively monitor the movement of liquor in the border areas.
He asked the department to ensure that all the commercial vehicles carrying liquor stock are equipped with GPRS system so as to track their movement.
Besides, there should be an online system to have complete detail of stock uploaded and stock dispatched in order to prevent the pilferage of stock.
He said that centralised monitoring of CCTV Cameras installed at the main gate of distilleries should be done.
