Chief Justice Deepak Gupta upheld the allegation that there were large-scale irregularities in the selection and the merit list was doctored.
The PSC had conducted an examination for 147 government posts, including deputy collector and deputy superintendent of police, in 2003.
A complaint was lodged with the anti-corruption bureau that ineligible candidates had been selected without even conducting the interviews after the written exam. ACB probe confirmed that there were irregularities.
Finding flaws in the selection process, the HC ordered preparation of a fresh merit list byOctober 31.
The service of those who are found ineligible and who therefore fail to get a place in the new merit list would be terminated, it said.
The court also ordered the PSC to pay Rs five lakh in cost to Varsha Dongre and Rs one lakh each to Ravindra Singh and Chaman Sinha.
