As part of its plan, the Home Ministry today conveyed to the Chhattisgarh government to intensify its initiative for surrender of Maoists, particularly those operating in remote Bastar region.
Similar directives are also being given to Odisha, Jharkhand and Maharashtra governments as the Home Ministry feels that a large number of Maoist cadre are disillusioned with the CPI(Maoist) leadership.
"If we can offer attractive rehabilitation policy, we can certainly ensure surrender of a large number of Naxal cadres," a Home Ministry official said.
All states have their independent surrender and rehabilitation policy.
Recently, the Maharashtra government has increased financial assistance for Naxalites across all cadres. The top cadres of Central committee, politburo and regional committees were earlier offered amounts ranging between Rs 4 lakh and Rs 10 lakh. These have been increased to Rs 20 lakh for members of politburo, Rs 18 lakh for Central committee member and Rs 16 lakh to regional bureau member.
The surrendered Naxals are offered to these financial incentives to help them start mainstream life.
Home Ministry officials said many of the Naxals in Chhattisgarh prefer to go to Andhra Pradesh for surrender as the state government is proactive in ensuring surrender and provides proper rehabilitation to the extremists.
"80 per cent of the Maoist cadre who surrender in Andhra Pradesh belong to Chhattisgarh," an official said.
Till August 15, 2014, 260 Naxals had surrendered in Andhra Pradesh. A total of 280 Naxals had surrendered in Andhra Pradesh in 2013.
