Uttar Pradesh Chief Minister Akhilesh Yadav today accused the Centre of deviating from the principle of cooperative federalism saying the move of the NDA government to reorganise central schemes without consulting the states has put additional financial burden on them.
"To follow the principle of cooperative federalism as suggested by the Prime Minister, it is necessary that the Centre makes schemes in consultation with the state governments to propel the pace of development.
"But in the 2015-16 Union Budget, without consulting the states, the Centre all of a sudden decided to reorganise centrally sponsored schemes and one of its fallouts will be that it will put additional financial burden on the states," he said.
Yadav was addressing a Niti Aayog sub group of chief ministers on rationalisation of Centrally Sponsored Schemes (CSS) headed by his Madhya Pradesh counterpart Shivraj Singh Chauhan here.
The Uttar Pradesh Chief Minister also said the Centre should not cut down on resources for the core sector schemes so that states can live up to the commitments made by them to the people.
He said if the Centre continues to provide resources for core sector schemes, it will help fulfill the principle of cooperative federalism as propagated by Prime Minister Narendra Modi.
The sub group has been mandated to examine the current CSS and recommend suitable rationalisation.
The sub group comprises of Chief Minister of Madhya Pradesh as its Convenor and that of Arunachal Pradesh, Jammu and Kashmir, Jharkhand, Kerala, Manipur, Nagaland, Rajasthan, Telangana, Uttar Pradesh, and Lt Governor of Andaman and Nicobar Islands as its members.
