Court directs closure of unregistered coaching centres in

Jammu and Kashmir High Court has directed the Divisional Administration of the Kashmir Valley to close down all the unregistered coaching centres in the region within three days.
The bench directed the Committee, headed by Divisional Commissioner, which was constituted by the Court on December 30 last year, to close down all unregistered coaching Centre.
"The compliance report be filed within three days time before the registry failing which the Divisional Commissioner Kashmir shall appear in person on April 11," a division bench of the court comprising Justices M H Attar and A M Magray said in its order passed yesterday.
The bench also issued notice to Divisional Commissioner Kashmir to explain why action should not be initiated under law for non-compliance of the earlier court orders.
The court issued the directions after perusing the affidavit filed by the Divisional Commissioner, stating that no action could be taken upto April 2 due to the six weeks time granted by the Supreme Court to the owners of coaching centres.
"The Divisional Commissioner was under obligation to implement the directions issued by this court on December 30. One of the directions was to close all unregistered coaching centres. That order was not challenged," the bench said.
The court observed that the coaching centres association had only challenged direction to deposit the amount with registrar judicial of the court within ten days.
"The stand taken by the Divisional Commissioner, prima facie, constitutes contempt of the court," the bench said.
The Division Administration has identified 65 unregistered coaching centres while there are 40 others whose registration is pending for want of inspection report from Chief Education Officers.
The bench also extended time till April 27 to a panel comprising two retired judges for filing its report.
