"The Urban Development Department of the government has failed to provide basic services like sewer lines, water lines, roads and drainage to all the 895 unauthorised colonies despite incuring expenditure of Rs 3029.21 crore up to March 2013," the report says.
The CAG report also said that bounderies of such colonies were fixed without verification of khasras by the revenue department resulting in allotment of excess khasras to RWAs.
CAG added that the Issue of Provisional Regularization Certificates was not envisaged in the guidlines.
"Certain changes were made by MoUD in the guildlines which were not in accordance with revisions approved by the Union Cabinet, on the basis of Regulations 2008 were framed.
The Regulations 2008 after amendments made in June 2008 and June 2012 deviated from the guidleines approved by the Union Cabinet for regularisation of unauthorized colonies in Delhi.
Issue of Provisional Regularization Certificates was not envisaged in the guidlines," CAG said.
"In six cases, the built-up percentage as of 2007 were less than 50 per cent, yet the colonies were regularised. In 21 cases, more than one LoP with different built-up area percentage were found on record," the report stated.
