Delhi govt replaces smart card provider for vehicle

Delhi government has cancelled its agreement with Shonkh Technologies International Limited and asked Delhi Integrated Multi Model Transit System (DIMTS) to provide chip-based optical memory smart cards for all new vehicle registrations in the national capital.
According to senior transport department officials, its earlier agreement with Shonkh Technologies has been cancelled due to delay in service delivery.
"Despite repeated notices to the operator over delay in delivery of services, no improvement was shown by them. High Court has also ruled in our favour last week after which this decision was taken," said an official.
Under the new arrangement, DIMTS will charge Rs 200 per card of which Rs 60 will go to them. The earlier provider, Shonkh Technologies used to charge Rs 416 per smart card. The company has issued over 69 lakh computerised vehicle registration certificates in the past 10 years.

The new smart card has a built-in 4 KB chip. There is also optical memory with a capacity of 64 MB.
This memory will hold all data related to the vehicle including the registration record, record of payment of road tax, traffic offences, permit details and fees, biometrics security data like fingerprints, photographs of the registered owner, digital signatures etc.
Data is transferred on the card using WORM (Write Once Read Many) technology, in such a way that nobody can tamper with the data. Data can only be added but cannot be deleted.
