80-year-old Sengupta is survived by two daughters, family members said, adding that his wife pre-deceased him.
Sengupta joined civil services in 1957 and was revenue secretary to the government and Member of the Planning Commission. He was also the chairman of the Board for Reconstruction of Public Sector Enterprises.
He was also a NAM observer for Palestine elections.
Sengupta worked with several multi-lateral organisations including the United Nations Commission on Transnational Corporations, of which he was elected as chairman in 1981-82.
He was elected to the 13th Lok Sabha from Contai (West Bengal) parliament seat on Trinamool Congress ticket, but joined Congress in 2004 after the UPA I government came to power.
