The report, tabled in the Uttar Pradesh Assembly, said the violence was trigerred by demonstrating farmers, who were demanding higher compensation for their land acquired to develop modern city along the Yamuna Expressway on the lines of Noida.
Subedar Brijendra Singh was killed in the violence on August 14-15 and Lance Naik Raj Kumar was left disabled, whereas several other policemen were injured, the report said.
It, however, said it could not be known who among the demonstrators caused death and injuries.
The report gave clean chit to the local administration stating that a major incident was avoided due to its prompt action. "The action taken by the local administration was justified and right," it said.
The report recommended action against Tewatia and other demonstrators besides adequate compensation to the kin of Singh and Kumar.
It said farmers Dharmendra, Prashant and Mohit should also be given adequate financial assistance.
The one-member judicial commission was constituted by the Governor to probe the cause of the incident, role of the local administration and persons responsible.
