The Congress today moved a private members' resolution opposing the proposed nationalisation of the six rivers. "Signing of an agreement between the State, the Inland Waterways Authority of India (IWAI) and the Mormugao Port Trust (MPT) will grant powers to the state to undertake dredging, navigation and other projects for the development of inland waterways. The right of the state over the waterways will remain intact," Parrikar said.
"The Act of Parliament passed and notified in 2016 makes sure that it does not restrict the power of a state government on inland waterways and that it will not infringe upon the rights of minerals and water," he said.
"As per the Inland waterways Act, IWAI is the authority to deal with dredging and opening up of navigational channels of all the rivers identified as national waterways.
"However, after much demand, the Central government granted relaxation to Goa, directing that we should sign an MOU as per which all these rights will be vested to state. IWAI will provide necessary funding. With this, it is very clear that the state neither loses its right over the rivers nor there will be any restrictions on the rights of fishing community," he added.
