Haryana ask departments to send NOC within 45 days

The Haryana government has directed all the departments to send 'No Demand Certificate' or 'No Objection Certificate' within 45 days after execution of the supply order or rate contract to their department.
A Haryana Supplies and Disposals Department spokesperson today said that in case the department fails to do so, it would be assumed that the firm or the contractor had executed the supply order or contract as per the terms and conditions and security would be released.
If any complication arises later on due to release of security, the concerned indenting department would be held responsible, he added.
It had been observed that the indenting organisations did not submit the required 'No Demand Certificate' (NDC) or 'No Objection Certificate' NOC to the department after the logical conclusion of the supply order or rate contract arranged by this office despite repeated reminders in this regard.

This resulted in seeking extension or invocation of the performance security to safeguard the interest of state government.
However, repeated extension of performance security by this office due to non submission of NDC or NOC by the indenting organisations results in inconvenience to the participating bidders or firms and the accounts section of the department in public procurement of the State, he said.
