'Haryana Bud would be revenue surplus if CST arrears included'

The Haryana Government today said if Centre had disbursed Rs 7,000 crore of Central Sales Tax arrears, the State would have become a revenue surplus one.
The revenue defecit for 2012-13 stood at Rs 5,612 crore and for 2014-15, it is expected to be at Rs 5,012 crore.
"The State is to get Central Sales Tax arrears of Rs 7,000 crore from the Central government. If we include these, then it is a revenue surplus budget by Rs 2,000 crore," Parliamentary Affairs Minister Randeep Singh Surjewala said.
He was talking to reporters here after Budget estimates for 2014-15 were presented in the assembly by Finance Minister H S Chattha.
Asked about the debt burden, Surjewala said that it stood at Rs 70,368 crore, which is 17.91 per cent of GSDP and was well within the 22.8 per cent limit set by the 13th Finance Commission.
"It's a best budget, tax-free, one which will accelerate growth, help in mobilising resources and give a fillip to the investments. This budget will help take Haryana to new heights," he said.
Surjewala said in the Budget estimates for 2014-15, total receipts have been estimated to be Rs 59,173 crore as against receipts of Rs 51,644 crore, an estimated increase of 14.57 per cent, which when compared to other states where budget has been presented, show that Haryana is far ahead.
The tax revenue would increase from Rs 30,234 crore in the current fiscal to Rs 34,384 crore in 2014-15, he said.
He also said that Bhupinder Singh Hooda led Congress government was laying a lot of emphasis on social security schemes.
The annual plan of Haryana has increased from Rs 2,325 crore in 2004-05 to Rs 32,731 crore, he informed.
