The petitioner, M K Kuruvilla, who had complained against Binu, Diljeet and Andrews, stated that after approaching high court, he had been made an accused in at least four cases.
He was arrested in the cases and later granted bail.
Advocate General K Dandapani informed the court that there were complaints against him.
Petitioner's counsel said his client had no connection with a company against which allegations of cheating in the solar panel scam had been raised.
According to the petitioner, during 2011, he got acquainted with one Binu who claimed to be director of SCOSSA Educational Consultant Private Ltd at Kochi, who approached him for setting up a solar power project.
Binu said one of the directors, Andrews, is the Chief Minister's first cousin and would be appointed consultant and operate from Abu Dhabi for setting up the project. He also named another director, Diljith, a youth Congress activist and said he was private secretary to the Chief Minister.
Justice V K Mohan said that on the basis of materials before him it could be seen cases were registered against the petitioner after complaints were made before chief minister seeking investigation against Binu, Diljeet and Andrews, who are alleged to be associated with the CMO.
The court admitted the petition and posted it after two weeks for filing counter.
