The bail was refused by Justice Sangam Kumar Sahoo after completion of hearing in the bail application.
The order, which was kept reserved last week, said the materials seized from the DSP's house could establish his links with the chit fund company Artha Tatwa.
Panda is currently working as a DSP in Nayagarh district intelligence bureau. While working as DSP, Crime Branch, which was earlier investigating the scam in the state, he had allgedly threatened petitioner Alok Jena and his wife of dire consequence for moving the Supreme Court seeking investigation into the chit fund scandal.
