Hooda's function will be held hours before Prime Minister Narendra Modi scheduled pep-talk to about 1,000 selected students in New Delhi.
Modi's programme would be beamed live to over 18 lakh government and private schools in the country.
On September 5, Hooda will address students and teachers and it will be telecast live at 11:30 AM, according to the advisory issued by the Panchkula-headquartered Haryana School Shiksha Pariyojna Parishad, a registered society, which is the implementing agency for Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan in the state.
According to the Parishad's advisory, which have also been issued to private schools, each school equipped with adequate apparatus will ensure that students and teachers listen to Hooda's speech. Afterwards, cultural and other programmes will be organised to celebrate Teacher's Day.
The tv sets need to be hired by local sarpanch or ward member or with help of local administration. Radios should be arranged beforehand, the advisory says, in case where Edusat and tvsets are not available. Arrangements for power back-up like inverters or generators need to be made for interrupted power supply to ensure the live telecast.
Meanwhile, commenting on the Prime Minister's address, Bhukkal said, "before issuing instructions, the Centre should consult the state governments in advance and see if they have the necessary infrastructure and other arrangements in place. It is not the question of Haryana, but there are some states which may not have requisite infrastructure in place".
