"We were aware of a state secretariat functioning in Ranchi while the second secretariat is in Dumka, but a new camp secretariat apparently has been set up at Das' residence in Jamshedpur from where the Chief Minister is taking important decisions without discussing or debating with opposition parties," said AICC spokesman Dr Ajoy Kumar.
Addressing a press conference here, Kumar said such approach was not good for the health of a democratic set up.
The Chief Minister wanted to include these slums in the Tata lease area after it was excluded during the lease renewal in 2005, he alleged.
Kumar expressed doubt whether the promises made by Das during the last two decades were all election gimmicks.
Referring to the proposed Manipal Medical College in the steel city, the Congress leader said the issue was lingering only because granting of approval from the Union HRD Ministry and the state government's lackadaisical approach to follow up the issue with the Ministry concerned.
