Buoyed over the Modi wave that swept the last Lok Sabha polls in the country, the BJP in the state is trying to play the Modi factor besides development during its election campaign while the ruling Congress in the state is embarking on various development initiatives launched in the state by Chief Minister Nabam Tuki.
