The Chief Minister was addressing a Republic Day celebrations function after unfurling the national flag here.
While paying rich tributes to the freedom fighters and martyrs, the Chief Minister said that the government had prepared a scheme with budget provision of Rs three crore for providing free coaching facility for competitive exams of IAS, IPS, RCS, HPS, Engineering, Medical, NDA and Banks to the children of serving soldiers as well as the ex-sevicemen.
The state government has also set up a separate Department of Sainik Welfare to provide various services to ex-servicemen of the state in a more efficient and effective manner, he said.
Also, the government had revised the scholarship for the cadets studying in Rashtriya Indian Military College, Dehradun, from Rs 35,000 to Rs 50,000 per annum, he added.
While congratulating the people on this occasion, he said that the present government is ensuring all round development in the state with the mantra of 'Sabka Saath Sabka Vikas'.
"The winds of change have been blowing in the state as a result of the efforts being made by the government for the last 27 months. The present government has been working for the welfare of farmers also," he said.
Amid inclement weather, the Chief Minister also took salute from the contingents of police, home guards and NCC among others who participated in the Republic Day parade.
He also honoured freedom fighter, Des Raj Pardesi and widows of martyrs on this occasion.

He also greeted the people of Haryana on Golden Jubilee Year of the state and was all praise for making the State a leading state with their hardwork and dedication.
He also appreciated Haryana government for providing good governance through e-governance and making efforts to eradicate corruption with zero-tolerance policy.
Solanki honoured family members of freedom fighters and gave away commendation certificates to officers, officials and general public for rendering outstanding service in various fields.
Amid inclement weather, he also took salute from various contingents including those of Police and NCC Cadets.
Each such food packet having six chapattis, sabzi and pickles would cost Rs 10 and would be sold in Panchkula at Labour chowk, Sector-16, Majri chowk, weekly sabzi mandi and industrial area between 7 pm and 9 pm.
The Chief Minister said that Panchkula is the first district in the state to initiate this scheme meant for those who cannot afford to purchase food at high cost.
The scheme is being implemented by Red Cross Society, Panchkula and Shri Mata Mansa Devi Shrine Board with the active support of Gaushala Trust, Panchkula, banks and other organisations.

Meanwhile, a woman created ruckus during the Republic Day programme held at Kurukshetra.
A situation of commotion was created at the dais when Haryana Governor Kaptan Singh Solanki had just taken his seat after delivering his Republic Day speech.
Almost every one sitting on the dais stood up to have a glimpse of what was happening.
Police personnel rushed towards her and she was later escorted out of the venue, a police official said.
As it was raining in Kurukshetra, a part of the tent came down barely minutes after the Governor had left the place.
